Hi Sterling, surely you should not let the ampmeters inside your circuit, as this is a choke with its coils and shuts down all the pulses. So this is not good. Did you ever try to put a neon bulb in series with the output battery ? You need a gas glow discharge to have some more power for the batteries.

Zero-current draw
Hi,
In the zero current draw situation that you are using, there is probably not enough energy being drawn from the input battery to create sufficiently large and fast voltage pulses.
I believe that it is sufficiently large and fast changing voltage pulses which produce the socalled "Radiant Energy" transfer.
