Would it be possible to build tidal flat areas on Barrier Islands, such as those on the east coast of the USA, creating an ideal tidal flow area for power production?

why vertical axis?
If vertical axis turbines are such a great idea, why aren't they used in any traditional hydro electric technologies, such as dams?

What is your anticipated cost per kWh? There are many possible renewable technologies out there and the reason they are not implemented is cost. What is yours?
