Controlling lightning.
All usable energy is sourced from a dipole. Nothing more than an opposition of forces. How about just using a controlled form of lightning from the same souce as lightning? This being the ionosphere and the ground?

Rail Gun Lightning Laser
A practical use for lightning storage capacitors would be to provide a clean first stage rail gun booster to "beam up" goods and food etc. to orbit. It probably takes a while to build up enough of a megajoule charge to fire same. What an interesting use for lighting storage and that laser lightning "initiator" I was reading about before I was directed to this site.
As far as I know no one has yet considered the ramifications of General Atomic's Navy test project called the "rail gun". Just think, if we pointed those guns straight up instead of at each other. We could build ships in space. Go to the moons of Jupiter for hydrocarbons, blow up or mine asteroids.
