This reminds me of the TOMI - theory of magnetic instability - that made the rounds of the internet (more than) a decade ago. One description of TOMI, which is based on cylindric magnets that keep rolling between rows of other magnets, can be found here: http://keelynet.com/energy/tomibild.htm
TOMI was conceived as a linear track, while this is configured to rotate, but using a similar principle of magnet spacing.
